changes are not needed, since cuerent state poses no problem on implementation and default setting is inclusive already (as in FHIR)

Quentin: IVL_TS.CH.TZ was created by Tony if I remember correctly and I think you need to contact directly Kai that changes can applied to that type.

Oliver: Do you know if we can modify the IVL_TS.CH.TZ datatype? Who's in charge of it (eHealthSuisse, HL7 Switzerland)?
We could either set the low and high childs to TS.CH.TZ (already existing) or to IVXB_TS.CH.TZ (needs to be created).

Description
In fact, the actual intent seems to forbid it, but there is a datatype inconsistency. In the template, the effective time is an  IVL_TS.CH.TZ and the low/high are  TS.CH.TZ  (where @inclusive is not authorized). But in the definition of IVL_TS.CH.TZ , low/high are IVXB TS , which is incompatible with TS.CH.TZ .

Description
The effective time of MTP and PRE items can be specified in both inclusive and exclusive forms (see IVXB TS  data type). By defaults, the limits are inclusive ; in FHIR, they're always inclusive.
We could forbid the use of the @inclusive attribute to prevent exclusive limits, whose support is probably error-prone.
