Description
To fix this, I've created a new version of the template (I couldn't edit it without) and I've changed the Schematron message from
The @value attribute content MUST conform to the format '#xxx', where xxx is the ID of the corresponding <content/> element.
to
The @value attribute content MUST conform to the format '#xxx', where xxx is the ID of the corresponding 'content' element.
The template hasn't been otherwise modified, the specification hasn't changed.

I've done the same for the template 2.16.756.5.30.1.1.10.9.14 Narrative Text Reference

Description
The message of the first Schematron assert contains an XML tag that is not a valid Schematron element:
The @value attribute content MUST conform to the format '#xxx', where xxx is the ID of the corresponding <content/> element.
This prevents the Schematron from working properly.
