Description
Finding:

- We noticed that the EntryVitalSignsObservation template is used together with the general Observation template (1.3.6.1.4.1.19376.1.5.3.1.4.13). The general template has an effectiveTime. IF the definition conforms to .13 SimpleObservation it SHALL have an effectiveTime element. Otherwise it is an adaptation, not a specialization.

Suggestion:

- Add effectiveTime element to template
