Description
Finding:

- The Vital Signs Observation is a specialization of the general Observation template. The general Observation template contains an effectiveTime, so I would expect the Vital Signs Observation template to also contain the effectiveTime element

Suggestion:

- Add effectiveTime element to Vital Signs Observation
