Project description

The United States Department of Health and Human Services (US-DHHS) represented by the Secretary of Health and Human Services Kathleen Sebelius, and the European Commission (EC), represented by Vice President Neelie Kroes, signed a Memorandum of Understanding (MoU) on December 17, 2010 with the following objectives:
  • To strengthen global cooperation in eHealth/Health IT and foster a mutual understanding of challenges faced in advancing the effective use of eHealth/Health IT.
  • To support an innovative collaborative community of public- and private-sector entities working toward the shared objective of developing, deploying, and using eHealth science and technology to empower individuals, support care, improve clinical outcomes, enhance patient safety and improve the health of populations.
To strengthen global cooperation in eHealth/Health IT and foster a mutual understanding of challenges faced in advancing the effective use of eHealth/Health IT. As a result, the “Interoperability of EHR” work group was formed to accelerate progress towards the widespread deployment and routine use of internationally recognized standards that would support transnational interoperability of electronic health information and communication technology. The work group’s Use Case describes the need for an electronic clinical summary to be used in an emergency room encounter in a foreign country (be it in the EU or in the US) and eventually be sent back to the patient's home country after the encounter. Currently, the US uses the CCD standard (CDA R2 C-CDA-R1.1), and the EU , as of recently, adopted the patient summary guidelines based on the epSOS interoperability framework (CDA R2) to structure their clinical summaries.
It is anticipated that the proposed template would be balloted by HL7, ISO, and CEN to ensure that the standards will meet the requirements of both the US and the EU. The new template would thus be for cross border use.
C-CCDA R1.1 CCD is the starting point of the templates. Templates from epSoS will be compared on the fly and changes will be made to C-CDA CCD.
