Description
My proposal of thinking: an allergy/intolerance is also a concern and should be treated as all other concerns/problems etc., i.e. with grouping. We definitely should have a good wording for the rationale of the concern grouping act. Haven't we one already? With that the question should be answered whether we allow 0..* allergy/intolerance concern acts from the section or only 0..1...

Question: the IPS Allergy and Intolerance Concern is an intermediate grouping: The section “list of allergies and intolerances” is actually a list of concern entries, each of which potentially grouping more than one allergy/intolerance. I know it is the same construct in IHE PCC and elsewhere, but is it what we want for IPS? If yes, then shouldn’t we provide the rationale for this construct, both in the IPS dataset and in the description of the concern template? Or did I miss it?
