The Schematron explicitely requires a code in the hl7:administrativeGenderCode element (@code, @codeSystem, @codeSystemName and @displayName have cardinality 1…1). This doesn't allow to set a null flavor if the gender is unknown.
Allow the null flavor on the element. The second example shows it with a null flavor: <administrativeGenderCode nullFlavor="MSK"/>
