The general feeling has been that of optionally referencing the parent templates, when applicable.

Finding:

Most of the used templates are or will be specialization of other templates (CCD ; CCDA CCD; IHE PCC;...) : how we plan to deal with those template IDs ?

1) Should we require them if the parent template does it ?
2) Should we optionally include them in the template (if known) ?
3) what if the parent template requires to include other IDs ? (to be check the behavior of the IHE PCC templates) ?

Suggestion:

GC : IMHO we should include them when applicable and known as optional.
concerning point three I would leave to the implementer to chose which IDs to include to be formally compliant with the parent template.

The usage of  values  as "182849000" no drug therapy prescribed, implies that you know that no drugs have been prescribed.
This is the case that you don't have any information about medications.
