Considering that the agent is provided by the participant element and that the couple code, value is not actually needed here the proposal has been:
  1. Map the kind of propensity in the observation.code (limited to allergy, intollerance and AllergyOrIntollerance)
  2. use the code also for negation codes (e.g. No Known Allergy)
  3. If it will be evaluated that the agent category is also needed the value set will b eextended to allergy to drug, intollerances to food; and so on...
